Update loaders to support files encoded with Encoder v15. The PHP 8.4 Loader
can run files encoded with the v15 PHP 8.4 encoder, as well as files encoded
with the PHP 8.2 and 8.3 encoders. It also maintains compatibility with files
produced by earlier encoder versions.
