--- Comment #4 from Vladimir Druzenko <vvd@FreeBSD.org> ---
There is documentation:
https://docs.freebsd.org/en/books/porters-handbook/book/#porting-pkg-plist
> There is only one case when pkg-plist can be omitted from a port. If the port installs
> just a handful of files, list them in PLIST_FILES, within the port’s Makefile.
There is no exact value, but the example contains 6 entries.

Also Note:
> Usage of PLIST_FILES should not be abused. When looking for the origin of a file,
> people usually try to grep through the pkg-plist files in the ports tree.
> Listing files in PLIST_FILES in the Makefile makes that search more difficult.

I've looked through the entire commit history of this port since its inception
- only PLIST_FILES was used in the Makefile (the first commit had 3 entries)
and there was never a move to pkg-plist.
There are currently 8 files, and a more complex construction is required to
change file permissions: "@(,,4755) bin/doas". This is best done in pkg-plist.
