While rearranging the conditional silences the immediate "Permission denied"
noise under INSTALL_AS_USER; the ideal, long-term solution for unprivileged
(generally --rootdir?) would be to actually have ldconfig succeed.

To achieve that ideally:

1. We would need to pass a custom flag to instruct ldconfig to use a base
directory in ${PKG_ROOTDIR}/var/run/ rather than /var/run/.

2. We would need to pass the -i flag to ldconfig's service arguments, to allow
it to run in insecure mode.
