dns/dnsdist: Modernize build system using Meson
This patch refactors and modernizes the build integration for dns/dnsdist,
fully migrating the port to the modern Meson build framework, following
upstream's transition away from legacy Autotools.
The update guarantees proper alignment with modern meson_options.txt
parameters, fixes key option definitions, enforces strict environment isolation
by explicitly disabling untracked host features, and bumps PORTREVISION to
trigger necessary downstream updates.
### Summary of Changes:
* **Infrastructure Modernization:** Fully integrated USES=meson python:build
routines, aligning dnsdist with the rest of the updated PowerDNS ecosystem
framework.
* **PORTREVISION Bump:** Bumped PORTREVISION to 2 to ensure all users receive
the rebuilt package reflecting the new deterministic options schema.
* **Option Definition Fixes:** Fixed severe discrepancies within the ports
OPTIONS system where key features (CDB, GNUTLS, OPENSSL) were declared in
defaults but lacked proper exposure blocks. Added OPTIONS_SUB=yes for cleaner
dynamic packing management.
* **Linux Dependency Sandboxing:** Added explicit '-Debpf=disabled' to
MESON_ARGS to prevent leaky host-scanning and enforce clean sandboxed package
compilation under Poudriere environments on FreeBSD.
* **Alphabetical Style Guide Sort:** Re-ordered all ports knobs, dependencies,
and flag definitions alphabetically to strictly comply with portfmt and Ports
Collection maintenance standards.

### Key Benefits of the Meson Build Framework for dnsdist
1. **Strict Sandboxing & Deterministic Builds:**
Legacy Autotools integration heavily suffered from implicit dependency
bleeding, silently tracking and linking host libraries (like eBPF layers or
alternate TLS structures) if left unguided. Meson locks down feature detection
explicitly—unrequested parameters are hard-disabled, guaranteeing completely
deterministic and reproducible builds regardless of the building host's state.
2. **Clean Multiple-TLS Matrix Control:**
dnsdist frequently utilizes complex multi-TLS setups (GnuTLS alongside
OpenSSL) for handling advanced DoT/DoH/QUIC routing matrix scenarios. Meson
handles these conditional linkages cleanly via native options (`tls-gnutls` /
`tls-libssl`), preventing symbol collisions during high-performance link
cycles.
3. **Performance Optimization:**
The combination of Meson and the `ninja` backend provides flawless
dependency graph execution. This noticeably reduces port configuration and
compilation times during package cluster iterations.
### QA Results:
* `make config` functions perfectly, providing an accurate, well-grouped visual
overview of all TLS, KVS, and ancillary scripting subsystems.
* Binary output verified on production nodes: feature parity is 1:1 with the
legacy build, confirming no service regressions while inheriting a modernized,
sustainable port layout.
