Comment 2 and the beginning of comment 4 are also useful.

It seems if a file is present in cache it does not get fetched even if the
cached version is older than the current one and that results in the checksum
quite properly failing, because the stored file is the wrong one that should
not be used. It needs the checksum to be checked before concluding it doesn't
need downloading, not afterwards.
