I think USES=fortran is there to get gcc LDFLAGS.  "make -V LDFLAGS" prints:
 -Wl,-rpath=/usr/local/lib/gcc14  -L/usr/local/lib/gcc14 -L/usr/local/lib

Without -rpath the program might run with gcc runtime libraries from another
gcc version.  So I think you just need to add STRIP to the BINUTILS_NO_MAKE_ENV
variable.
