v3 net/ucx: update 1.20.0 → 1.20.1 and enable and unblock upstream tests

Thanks for picking this up and coming up with a cleaned up v2 patch! I've
pushed an updated patch on top of your v1. Here is what I changed:

configure.ac / gtest build:
- Removed the freebsd*) build_gtest=no case that was suppressing gtest on
FreeBSD entirely
- HAVE_GTEST is now set unconditionally (for non-docs builds)
- --enable-gtest added to CONFIGURE_ARGS
