devel/tree-sitter-cli: use llvm:lib to solve rquickjs-sys build failure

I've noted that pkg-fallout has failed to build tree-sitter-cli due to an
absence of libclang.so. Apologies for the testing not being as thorough as it
should have been. I've amended the mistake by adding llvm:lib to USES. It seems
to build fine now.

portlint: looks fine.
