Update math/polymake to version 4.15

Update math/polymake to version 4.15

Changes:
- update distinfo and pkg-plist, remove no longer required patches
- set USES+=llvm:max=19; this is a stop-gap measure, as polymake fails to
compile with newer versions of llvm (c.f.
https://forum.polymake.org/viewtopic.php?p=4242)
- remove OPTIMIZED_CFLAGS option
- replace BLISS_{BUILD,RUN}_DEPENDS with BLISS_LIB_DEPENDS
- set default option to nauty instead of bliss

The port builds fine and passes all tests on 14.4-Stable amd64 bare metal.
poudriere testport is happy as well.
