net/ucx: update 1.20.0 → 1.20.1

Since upstream released version 1.20.1 of UCX, I went ahead and prepared a
patch to update the net/ucx port as well.
Please note that this patch depends on the patches from bug #294959 and bug
#294958, as I wanted to establish a properly functional 1.20.0 baseline before
updating to 1.20.1, keeping the patch history clean and incremental.

The following patches were removed as they have been merged upstream:
 - patch-config_m4_ucm.m4
 - patch-configure.ac
 - patch-src_tools_perf_mad_perftest__mad.c

patch-src_tools_info_Makefile.am was updated (the upstream tarball for 1.20.1
still contains the old GNU sed syntax despite the fix appearing in
configure.ac, so the patch remains but with corrected context offsets).

New patches were required to address 1.20.1 API changes, including updated
netlink function signatures and missing POSIX includes in the TCP transport.

make test result after applying this patch:
[==========] 5655 tests from 252 test suites ran.
[  PASSED  ] 5655 tests.
