    security/step-certificate: Update 0.29.0 => 0.30.2

    Improve port:
    - Remove devel/pcsc-lite from BUILD_DEPENDS - LIB_DEPENDS adds it
      in BUILD_DEPENDS too.
    - Replace PORTVERSION with DISTVERSION.
    - Remove unnecessary MKDIR.
    - Merge 4xINSTALL_MAN in single INSTALL_DATA.
    - Exclude LICENSE from installation in DOCSDIR - LICENSE_FILE installs
      it too.
