i've made on my system following:

fetch "https://bz-attachments.freebsd.org/attachment.cgi?id=267416" -o
/tmp/recursor.patch

then 

vi /tmp/recursor.patch

change on line 21 to looks like 

-PORTREVISION=  3

then 

cd /usr/ports
git apply /tmp/recursor.patch

then

portmaster powerdns-recursor
