sqlcipher 4.13.0

Update databases/sqlcipher to version 4.13.0 and install as (lib)sqlcipher
instead of (lib)sqlite3.

Version 4.7.0 had some breaking changes:

- default executable and library build outputs from sqlcipher and libsqlcipher
to sqlite3 and libsqlite3 (for alignment with SQLite)
