I get the github thing, but it doesn't explain why thousands of ports need to
manually calculate the url the same way when it should be done in the
framework. My initial thoughts are to add GHR to MASTER_SITES to calculate the
github release archive url. Then ports add MASTER_SITES=GHR as they update to
use this url. After three years, why hasn't this been changed yet?

For using else I haven't looked through a lot of ports to see what others do,
I'm just thinking of sane coding in general. Now that I think of it, you don't
even need the two assigns, you only need to add the exclude when extracting if
it isn't testing.
