security/tor-devel: Revive port, updated to 0.4.9.3 alpha

The attached patch revives security/tor-devel, updated to 0.4.9.3 alpha.

The previous version of the port was removed in 2023 (82bfc34f8bfe)
due to lack of upstream updates.

The Tor project is releasing tor alpha versions again and currently
using a tor alpha version is required to use relay family IDs:
https://community.torproject.org/relay/setup/post-install/family-ids/

This port is based on the previous version which was last
maintained by yuri@.
