Same here, usually only LANG=en_US.ISO8859-15, on 14-STABLE and head (not
quarterly) port tree.

I'm unsure why the PORTCONFIG_CLOCALE trick doesn't work for you.

I trust you are aware that your local patch to portconfig.c defeats the effect?
