Although the Makefile says JAVA_VERSION=17+ I get an error when I compile with
DEFAULT_VERSIONS+=java=21.

It looks like a pkg error which is also mentioned in the Makefile for the
JAVA_VERSION line.

Would you mind if I mark this port as JAVA_VERSION=17 instead of 17+? Or do you
have another solution for this?
