www/privoxy: Update to 4.1.0

The attached patch updates www/privoxy to 4.1.0.

- Add zstd option and enable it by default.
- Change pkg-message to suggest using "onestart" instead of
  "forcestart" to start Privoxy manually. There is no need
  for "forcestart".
