Patch for libthai

* Drop DOCS, can't build/generate due to old version of Doxygen in tree (PR
279330)
* Drop static archive, nothing in tree uses it
* Drop dependency of gmake
* Enable "make test"
* Adjust Makefile to more closely follow Porters Handbook

Compile and runtime tested on FreeBSD 14.3-RELEASE (amd64) (make, make
check-plist, make test)

Poudriere testport OK 13.5-RELEASE (amd64)
Poudriere testport OK 13.5-RELEASE (i386)
Poudriere testport OK 14.3-RELEASE (amd64)

"Mini" exp-run looks fine with follow consumers on 14.3-RELEASE (amd64):
x11-toolkits/pango
textproc/p5-Unicode-LineBreak
