OK. Now that I've had the time to perform due diligence... ;-)
First. Welcome aboard! Thanks for taking the time to get involved.
The responsibility of MAINTAINERship requires a commitment to be
the steward of a port; caring for it not only now, but also in the
future. We have a rule book called the Porters Handbook[1] that
you'll need to become familiar with. This is a guide to porting
(as the name might suggest). As a minimum, please read the
Slow Porting chapter[2]. This will give you a jump start on how
we do things and what's expected in adopting, or creating a port.
It appears that you wish to create a "fork" of this port. As I
see the original author has gone AWOL sometime back in 2015[3]. In
these situations, The Wayback Machine[4] is an invaluable tool.
In this case, I'd like to suggest that you copy the contents of
the page[3] to README.md in the github repo you just created. You'll
also want to create a local repo with the contents of the swapmon
source and this README.md. So that you can continue it's development.
This way, you can push the changes you make to your github repo.
As to the patch you attached here; you'll discover after reading the
Porters Handbook[1]. That we use git diff to create patches. So when
you submit you're updated patch. Please submit it as a git diff
as instructed in the Porters Handbook.
All of this may or may not seem like a lot to take in. But I'm
happy to provide you with answers for any additional questions
you may have along the line. :-)
