patch for graphics/simage update.
Update graphics/simage to 1.8.4. Changes:
- Update to 1.8.4
- Switch build system to CMake.
- Updates licenses dual ISC / MPEG2ENC.
- Update and add missing dependencies (FLAC, Ogg, Opus, TIFF, Zstd).
- Clean up pkg-plist.
- Remove obsolete patch-simage_png.c.
- Tested with Poudriere on 15.0-RELEASE.
