git diff updates grzip to 0.3.1

The patch attached to this pr(1) updates archivers/grzip
to 0.3.1, moves source to codeberg and adds NLS knob.
Files affected:

Makefile
distinfo

all tests return OK.
port(lint/fmt/clippy) also return OK.
