Hashicorp changed the license of vagrant on 10 August 2023.[0] The port is
still marked as MIT licensed.

Hashicorp is now using BUSL-1.1 with a change to MPL-2.0 after 4 years.

I do not know how BUSL-1.1 is handled/marked in FreeBSD ports so I did not
prepare a patch.
