Did the pcre2 change work for you? 

configure: pcre-config not found in environment. checking known paths
no
configure: *** pcre library not found.
configure: error: pcre library is required

Please report the problem to marius.halden@modirum.com [maintainer] and attach
the
"/wrkdirs/usr/ports/security/modsecurity3/work/modsecurity-v3.0.14/config.log"
including the output of the failure of your make command. Also, it might be
a good idea to provide an overview of all packages installed on your system
(e.g. a /usr/local/sbin/pkg-static info -g -Ea).
