Submitted a pull request to address the build issue with modsecurity3-nginx. In
its current state the existing port fails to build against the latest
modsecurity unless it is explicitly complied against pcre2 since pcre is
considered deprecated. 

Tested building against 15.0-RELEASE in poudriere, clean build.
