I had the same problem with wine-11.0,1 for a 32-bit environment. As workaround
I set environment variable LD_32_LIBRARY_PATH to
$HOME/.i386-wine-pkg/usr/local/lib before running wine.

Meanwhile this problem was fixed with wine 11.0_1,1 because of  bug #293179
with commit
