RUN_DEPENDS= ${BUILD_DEPENDS} is unti-pattern.
Use this instead:
_BR_DEPENDS= opencl>=3.0:devel/opencl
BUILD_DEPENDS= ${_BR_DEPENDS}
RUN_DEPENDS= ${_BR_DEPENDS}
