New port: misc/prime-agent

Open-source, self-improving AI coding assistant powered by an IPython-backed
execution kernel. Supports multi-turn agentic coding, multi-provider LLMs
(Prime Intellect, Anthropic, OpenAI, etc.), tool calling, conversation
persistence, and a terminal user interface.

Depends on misc/py-prime-agent-runtime (see Bug 298003).

Tested with `make install`, `make deinstall`, `portlint -AC`, and `make
check-plist`
on FreeBSD 15.1-STABLE amd64. Not yet tested with poudriere/testport.
