Makefile patch

SQLite3 includes a configuration option "--enable-load-extension" (off by
default) to allow external function library loading.
To enable extension library loading is not enough add configure option
--enable-load-extension, you have to add the CPPFLAG =
-DSQLITE_ENABLE_LOAD_EXTENSION=1
