port tarball

I tried using USES=npm:pnpm without success, so I mimicked the behaviour by
slightly refactoring the Makefile in services/idp/ to refer directly to pnpm.js
from corepack.

Version has been bumped to 7.4.0.

A build on 14.4 was successful.
