security/openvpn-devel: Add FIB support for ifconfig(8)

set maintainer-approval *for the patch* to "-" according to Gert's intention.
Will follow up with setting maintainer-feedback *on the PR* to "+" because Gert
made his call here, and on the PR overall the "+" states "I have reacted to the
PR".

For Marius, the bottom line is that this needs to be submitted upstream such
that we'll not support it as a local downstream patch for FreeBSD, but
consistently across all systems to support setfib.
