update to 0.3.0

* This is the first formally tagged release version. The port can switch
  to using release tags instead of commit hashes.

* Replace hardcoded SOVERSION in pkg-plist with the DISTVERSION-derived
  value.

Build and playtested with the consumers and games in CHD format on amd64
15.0-RELEASE:

emulators/Ymir
emulators/ares
emulators/flycast
emulators/libretro-ppsspp
emulators/ppsspp


There's a submitted update of emulators/Ymir to its new version in bug #294807.
I also tested this libchdr update successfully with the new version of Ymir, so
the new Ymir version is compatible with either the old or the new libchdr
version. Therefore both updates can be committed independenly. Just be aware
that my following PORTREVISION bump patch of the libchdr consumers will not
apply for Ymir anymore if Ymir gets updated first.
