It works on 14.3 with the library provided by LibreOffice, but perhaps you
missed a openjpeg lib on the test system?

env PDFIUM_PLATFORM=system-search pip install -v . was what I used as
installation process.

pkg info |grep jpeg
jpeg-turbo-3.1.4.1             SIMD-accelerated JPEG codec which replaces
libjpeg
openjpeg-2.5.4_2               Open-source JPEG 2000 codec
