zig

Update zig and zls to latest 0.16 version. Copy old lang/zig to lang/zig0.15
which will be used by consumers not ready for zig 0.16

Some consumers updated, some are work in progress, I'll upload them later, when
they are either updated to zig 0.16 or updated to use lang/zig015.
