science/py-tweedledum change to pep517

science/py-tweedledum failed to compile with setuptools 81.0.0 (cf. bug
270358).
As it comes with pyproject.toml, I changed from USE_PYTHON=distutils to
USE_PYTHON=pep517.
As a side effect, the test runs and passes. So I removed the comment saying the
test does not work.
