The proposed commit log is as follows:

graphics/py-geopandas: Update to 1.1.3

- Update WWW
- Fix RUN_DEPENDS:
  - Remove superfluous py-six
  - Add missing py-numpy and py-packaging
  - Update version requirement of RUN_DEPENDS
- Sort RUN_DEPENDS
- Convert to USE_PYTHON=pep517
