1. Yes.

2. Template? It's just variable arithmetic in make. 
Made to automate updates. Processed by Mk/bsd.port.mk.

3. The compiler is not always clang.
On some Tier 2+ architectures there may be a GCC.
Or the user set USE_GCC=yes in make.conf.
But we can't check it before this include.
