v3: [NEW PORT] sysutils/mpifileutils: MPI parallel file utilities for high
scalability on large filesystems.

Adjusted patch to review feedback:
 - created docs option and wired it up
 - Extended CMakeLists.txt patching to also remove INSTALL(FILES
mpifileutils/LICENSE mpifileutils/NOTICE DESTINATION share/mpifileutils)
