Patch to fix fallout and take maintainership

net/mousquitto introduced sqlite dependency in
efa9bc2ac8292ad8765c10477794165f32967c40
Resulting in USE_INTERNAL_SQLITE retrning false.
net-mgmt/netxms is no longer installing and linking to internal sqlite
Upstream documentation indicates that sqlite is not for production use
