Patch to update graphics/eog

- Update to 49.3
- Fix LICENSE
- Adjust WWW entry
- Switch to USES= gettext-tools
- Make portclippy happy
- Fix introspection files path

Note: Higher releases require devel/libpeas1 >= 1.38.0, and devel/glib20 >=
2.85.0
