Xray Version update to v26.3.27


Port changes:
* Xray version is updated to the current v26.3.27
* GeoData and SiteData DBs updated to the latest

Testing done:
* All build/install Make subcommand
* portlint -C is clear
* portclippy - with one unknown parameter is clean
* poudriere build is successful with no errors
