update to 2.8.4

I tried 2.8.4 to see if build issues with Python 3.13 [1] and Python 3.14 [2]
went away. They did. [3][4]

Notes about this patch:

* I renamed one of the patch files because `make makepatch` gave it a different
name: files/patch-m4_nut__check__libltdl.m4 (was missing one _) - it replaces
patch-m4_nut__check_libltdl.m4

* I was unsure of many pkg-plist updates. I wasn't sure what to specify as the
prefix.   When I added entries, I put blank lines before and after them so you
could find them easily. Perhaps you know if they need  %%SERIAL%% or ...
whatever. I have guessed at some based on their filename.
