net-mgmt/netdata: Update to v2.7.0

Initial v2.7.0 patch. OpenTelemetry is an OPTION, unfortunately I still have to
figure out a way to patch the rust plugin build to fetch dependencies before
the build (similar to how I have a custom Go fetch).
Still builds as-is, just probably not good enough for a merge.
