patch for py-azure-mgmt-reservations

Here's what I did to the port
1. Updated the version from 2.1.0 to 2.3.0
2. Updated it to use modern pyproject.toml
2. Added https://github.com/Azure/azure-sdk-for-python as an additional WWW
3. Took maintainership of the port
Ran on both 14.2 and 14.3
Portlint says okay
Could not find release tag from github but got this
https://pypi.org/project/azure-mgmt-reservations/2.3.0/
