10x, tested it on my build machines ( with direct access to internet and with
access only via proxy ). It builds.

One advise from me if you accept - it's better to keep OpenTelemetry option
disabled by default, and to write side "( broken when building behind proxy )". 
Now if this option is checked - the port doesn't start building.

My advice is to give possibility to everybody to know what is the problem, and
have his free decision will it he wants or not to try building.
