Patch to add net/openrsync-ks

From the patch:

    Port net/openrsync-ks is a fork maintained by Klara Systems of openrsync
    from OpenBSD.  While matching the openrsync in functionality, this fork
    has many improvements over the upstream source such as additional
    command-line options and a test suite.

One particular improvement I found over the original openrsync is that the '-o'
option will actually set the owner correctly at the destination instead of
setting it to be root.

I tested building this in poudriere with and without tests built.  One caveat: 
the tests will run with "make test" but 17 of the tests fail.

I am open to renaming the port (openrsync-ks), but this was the easiest thing
to call it.
