Yes, it required vips for me too after the update, nor sure why... it is still
optional.

"Server admins can now use libvips as a faster and lighter alternative to
ImageMagick for processing user-uploaded images.
This requires libvips 8.13 or newer, and needs to be enabled with
MASTODON_USE_LIBVIPS=true.
This is enabled by default in the official Docker images, and is intended to
completely replace ImageMagick in the future."
