We might want to move the port to a newer Linux base, but rl9 lacks these
packages, so isn't trivial:


USE_LINUX=expat-devel:build: package does not exist

USE_LINUX=openssl-devel:build: package does not exist

USE_LINUX=zlib-devel:build: package does not exist


Rocky Linux 9.5/9.6 seem to ship GCC 11.5 and should -march versions of znver
up to "3".
