POCL 7.1 patch, selectable LLVM version

I see, min/max is your favorite ;-)

Well, I yesterday thought  ahlf the day about how to overcome the clumsy
looking portion of piling up

LLVMXX_USES=...
LLVMXX_USES=...

I didn't find any smart solution to extract the version number and insert it
into the USES-line. Maybe overkill.
I added the version I had ready so far, included your addition, but missing
some info about what's actually LLVMPORTSDEFAULT.

I didn't check whether all LLVM versions will work with the
