add flavorization to www/redmine51 Makefile and compatibility with
archivers/rubygem-rubyzip 2.4.1

This is part of a series of patches that restore flavorization for x11 and
nox11 flavors. Flavorization for a series of ports was added at various times
and reverted by mikael@FreeBSD.org in a series of PRs as a solution to this
flavorization breaking builds of leaf ports, in particular Redmine51.

This series of patches reverts the patches in
https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=282726
while preserving later patches. I believe the approach in these PRs achieves a
successful build while preserving "flavorization" and the ability to ensure an
X11-free build.

The following ports must be patched for a complete flavorization, each will
have a separate PR:

www/redmine51 - this PR
www/rubygem-rails61 - PR to be added
graphics/rubygem-mini_magick - PR to be added
graphics/rubygem-mini_magick4 - PR to be added
graphics/rubygem-image_processing - PR to be added
graphics/rubygem-ruby-vips - PR to be added
graphics/vips - PR to be added


A patch to redmine51/files/patch-Gemfile extends extends version compatibility
to the current release of archivers/rubygem-rubyzip 2.4.1  Compatibility and
successful zip generation has been tested. This had to be integrated at the
same time for successful compilation and testing.
